What this PR does / why we need it: Regarding #3597 and according to the current implementation of http feature server, after each interval of cached_ttl_seconds the main thread tries to refresh the cached registry and blocks every incoming requests.
So we need an async refresh mechanism in another thread to make the feature server stable
