NestedTouchScrollingLayout
This layout is used to support dispatch touch event.

- hold all touch event, and dispath touch event to child view.
- fix ACTION_UP dispatch child click event.
- support bottomsheet.
- support CoordinatorLayout (AppbarLayout).
- add damping draging.
- add blur cover.
