CSSVariableReferenceValue: fallback property

Limited availability

This feature is not Baseline because it does not work in some of the most widely-used browsers.

The fallback read-only property of the CSSVariableReferenceValue interface returns the custom property fallback value of the CSSVariableReferenceValue.
